A 2013 Community Report of the Community Foundation of Northwest Connecticut



Dear Friends,

Ten years ago, the Board of your Community Foundation gathered around a collection of folding tables and contemplated the organization’s future. Standing together on common ground and united in a shared purpose, this dedicated group of community stakeholders reflected on a philanthropic dream of tripling the Foundation’s community endowment, bringing it from $8 million to $25 million. What if, they thought, those of us who believe in the power of pooled philanthropy provided the means to invest $1 million annually in the well-being of our Northwest corner towns and the people and animals who live there? To do this, they agreed, would take a collective resolution to become a center of local philanthropy, a model of exemplary stewardship, and a place where community leadership is encouraged in theory and nurtured in practice.

Because of you, our family of benefactors, the past year has seen the Community Foundation award a record 356 grants and 101 scholarships totaling more than $3.5 million from assets that exceed $80 million. Looking back, it’s evident that your philanthropic willpower surpassed even the Board’s loftiest expectations.

With renewed energy inspired by a fresh vision of what can be accomplished, our 2014 strategic plan challenges us to continue to grow as an effective force for good and an agent of positive change in our region. Foundation staff and trusted financial advisors are working tirelessly to connect you to the most pressing needs of our community and to help you realize your philanthropic goals.

We hope that the stories of philanthropy in this report speak to you and the things that you’re passionate about. We encourage you to reach out to Foundation staff about initiatives that are important to you, and to continue to work with us to Build, Inspire, Create, Improve, and Grow your community and our beloved Northwest corner.

Mission

To enrich the quality of life for residents of Northwest Connecticut by inspiring local philanthropy, convening stakeholders in community welfare, strengthening the regional nonprofit network and fostering collaborative funding partnerships.

Established in 1969, The Community Foundation of Northwest Connecticut, Inc., serves Litchfield County with more than 270 funds that support nonprofit organizations and provide scholarships to area students in 20 towns within the Northwest Corner, including: Barkhamsted, Bethlehem, Canaan/Falls Village, Colebrook, Cornwall, Goshen, Hartland, Harwinton, Kent, Litchfield, Morris, New Hartford, Norfolk, North Canaan, Salisbury, Sharon, Torrington, Warren, Washington and Winchester/Winsted.

Governance

In its Board of Directors, the Foundation has an active governing body that is responsible not only for establishing the mission and strategic direction of the organization, but also is charged with oversight of its finances, operations and policies. The Board, which is independent and broadly representative of the people within the Northwestern Connecticut area served by the Foundation, is comprised of individuals who have demonstrated civic leadership in a variety of ways and who have a strong record of volunteer community service.

Community Foundation Fundholders Support Civic Education, Engagement

Civic Life Project Executive Director Dominique Lasseur and his business partner and wife, Catherine Tatge, have forged a 30-year career creating incisive, award-winning documentaries for public television–films on the arts, biographies, public affairs and education. There was one project, however, that strongly resonated with the two: a series for PBS about the state of the American democracy and the preparation of the next generation to inherit and move it forward. Lasseur and Tatge explored the idea with journalist and author Fareed Zakaria.

Although the series was not produced, the two never lost interest. They decided, instead, to create a program that engaged young people in a conversation about democracy. The Civic Life Project was born.

The Civic Life Project began as a pilot program at the Hotchkiss School of Lakeville in 2009 and has since been adopted by 12 other schools in Connecticut, including Housatonic Valley Regional High School and Torrington High School.

The program works to engage students and teachers in a debate about what it means to be a citizen and live in a democracy. Students are guided to select a civics topic that interests them. Often students choose a topic that they are interested in because of a personal experience or the affect an issue has had on their community.

In some schools the program is a year-long course that provides academic credits in civics, English and media studies. In other schools, it is an elective. Students work together in teams of five to eight. They divide duties, plan the documentary, schedule interviews, film and edit the project.

Grants from the Marion Wm. & Alice Edwards Fund, Carlton D. Fyler and Jenny R. Fyler Fund and the Youth Fund have supported the Civic Life Project at 14 high schools in the Northwest corner enabling hundreds of students to learn about democracy, civic engagement and community outreach and inspired many students to pursue careers in communications and journalism.

In just three years, the Civic Life Project has grown from a simple idea to a vibrant program in public and private schools throughout Connecticut that positively shapes students’ lives.

At the end of the semester, students present their films to the public, and lead a question and answer session to validate their work.

Civic Life Project students have created and presented films exploring a wide range of topics, including the death penalty and the abolition of the death penalty in Connecticut, gun control, human trafficking, drug culture, rape, and school shootings.

“Overall, what the students get is the sense that they really do have a voice and that if they exercise that voice, people listen to them,” said Lasseur. They learn to communicate with adults other than their parents and their teachers – a situation that is often foreign to them.”

Lasseur says it’s important that students understand that they are not using film to convince other people to think the way they do. They are using film to investigate, to look at both sides of an issue.

“The beauty of the work is to be surprised, and usually it comes from meeting with people that you disagree with and finding that these people are not stupid or evil; they came to their point of view for valid reasons.”

Since the program started, more than 250 students have participated in the Civic Life Project. Lasseur and Tatge are currently developing short program modules that they will make available on their website, www.civiclifeproject.com. They hope the modules will help make the program accessible to more schools, and in doing so, engage more young people in civic issues and the fundamentals of democracy.

“As we have learned and developed tools and techniques over this past year and with the wonderful support of The Community Foundation of Northwest Connecticut, we have been able to not only identify the strengths of the program, but how we can evolve it to work on a larger stage–a national stage,” said Lasseur.

“We are ready for the next step, to make it a program that is accessible to even more schools, to engage more young people in a conversation about democracy and what it means to be a citizen.”

“I think the work that you do helping students realize how important it is to be an active, complicit member of society and what a change their voice can make is so vital to the future generation of young adult citizens,” said former Civic Life Project participant and current communications student at the University of Massachusetts Amherst Katie Gainer.

Northwest Conservation District, Northwest Connecticut Philanthropy Fund Work to Preserve the Naugatuck River

The rain garden and paver topped parking lot on Main Street in Torrington filters storm water runoff from the streets and the roof of a neighboring building through water channels that lay three to four feet below the surface of the parking lot.

At first glance, the stretch of stone surrounded by plantings on Main Street in Torrington looks like little more than a beautiful stone driveway. It is actually a porous paver parking area with a rain garden, both thoughtfully designed to protect the East Branch of the Naugatuck River.

Funded in part by a grant from the Northwest Connecticut Philanthropy Fund at the Community Foundation, the parking area and rain garden function as a filter for pollutants that previously ran freely into the river.

Once a dirt lot that fed pollutants from cars, the roof of a neighboring building, and sediments into the Naugatuck River, the land now protects the river from pollutants through the use of low impact development techniques, including permeable pavers, infiltration trenches, and a grass filter strip that eliminates storm-water runoff that flows into the river threatening fish habitats and polluting the river.

“The number one cause of pollution to river waters is stormwater runoff, and soil is the best filter,” said Sean Hayden Executive Director of the Northwest Conservation District.

The rain garden on Main Street filters stormwater runoff from the streets and the roof of a neighboring building through water channels that lay three to four feet below the surface of the parking lot. Below the stones, layers of stratified sand and gravel provide a natural filter that strips pollutants from the water before it reaches the Naugatuck River and its wildlife.

Supporting Organizations

A supporting organization is a grant-making organization that operates as a public charity due to its close connection with The Community Foundation. Converting a private foundation into a supporting organization enables foundation holders to avoid the administrative work associated with managing a private foundation, and eliminates rigorous operating restrictions and tax regulations that govern private foundations.

Holders of private foundations often convert their foundations to supporting organizations or donor-advised funds. Supporting organizations benefit from public charity status and maintain the independence of a separate board of directors with grant-making responsibilities, but avoid the burden of meeting a public support test because they operate under the “umbrella” of the Community Foundation. Directors enjoy a high amount of involvement in their philanthropy while benefiting from the Community Foundation’s expertise in grant, investment, and administrative support.

Foundation for Community Health
Foundation for Community Health supports organizations that work to maintain and improve the physical and mental health of residents* served by Sharon Hospital and organizations that provide community healthcare services within those areas.

The John T. and Jane A.Wiederhold Foundation
The John T. and Jane A. Wiederhold Foundation was created for the purpose of protecting and improving the welfare of animals of all kinds with a focus on cats and dogs, the promotion of veterinary programs and, the protection of wildlife, including endangered species, flora and fauna.

Nonprofit Fiscal Sponsorship

The Community Foundation of Northwest CT understands that effective and innovative nonprofits often arise at the grassroots level with important goals and immediate work to do, but that securing charitable status from the IRS even on a fast track can take up to a year.

We support these growing nonprofits through our Nonprofit Sponsorship program, assisting volunteers to raise tax-exempt money, so volunteers can continue working within their communities, while completing the sometimes formidable administrative work involved in forming a new corporation.

Community Foundation Fiscal Sponsorship, Miriam Mason Cable Trust Fund supports Hope and Love

Bethlehem, CT had a mission, a Board of Directors, motivated volunteers and donors who believed in providing care to abandoned and abused PMU* foals and nurse mares, so they could live happily and healthfully and eventually help veterans and others recovering from abuse or experiencing post-traumatic stress disorder.

What they didn’t have was a 501(c)(3) status.

Hope and Love Option President Nanette Dieterle reached out to the Community Foundation about a nonprofit sponsorship.

Just a few days later, Hope and Love Option had accepted $750 in donations. Months later, they received their much anticipated charitable status with the IRS and were working toward their goals to rescue and rehabilitate foals and nurse mares.

A $2,000 grant from the Miriam Mason Cable Trust Fund helped HALO establish a web site, www.hopeandloveoption.com, providing much needed visibility for HALO and its mares and foals as well as the the ability to accept donations online.

Critter Fund

Established by the Foundation in 2005, this endowed fund supports charitable organizations in Northwest Connecticut dedicated to animal welfare. The Critter Fund assists with shelter, rescue and adoption, training, prevention of cruelty, spaying and neutering, elderly companionship, services to the disabled and wildlife preservation.

Animals play a vital role in our quality of life and, as such, are worthy of human concern and empathy. Supporters of the Critter Fund are dedicated to this premise and, by contributing to the fund, demonstrate their support of animal-related causes.

Foundation-Initiated Funds

Youth Fund

Established in 2000 through the generosity of the Borghesi family, the Youth Fund supports the Foundation’s Youth in Philanthropy program, which serves to perpetuate community leadership by helping young people develop positive connections to the communities in which they live. The program involves area high school students in community activities and enlists their help in tackling regional challenges, thereby giving them a sense of ownership in community welfare and a sense of responsibility for our region’s collective future.

The Youth in Philanthropy program is designed to give young people a platform for expression and innovation that can bring about new and sustainable solutions to community issues. Through their participation in school-based youth in philanthropy councils, students learn lifelong lessons about charitable giving and volunteering. They make annual grant recommendations to the Foundation based on their examination of issues impacting youth, in particular, and their community, in general.
